A historical studies show the key role of Elites in cultural, economic and social changes of the society. Attention of the most advanced countries is based on country elite’s especially Political Elites of the ruler class who have a major role in the process of country decision-making and development. Then, this will shape in the shadow of stability in the society. In reality, Political stability is an observer of the balance of nation demands from one side, and state function from other side.Other analyzers believe to the structural point of view which means the importance of Political system. In their views, the system could give a direction to the Political Elites. Hence, this group is concentrating on the mental integration of Political Elites in terms of Political stability. One of the major factors of stability in the Political system is Political elite’s consensus of opinions inside the government.This paper is attempting to analyze and compare these views about mental integration of Political Elites inside government and forming stability in Political system.

The term elite refers to a small group dependent on the government that has superior abilities and facilities. We operationally define Elites in terms of institutions. They are the people who occupy the leadership positions within the set of institutions that are more defined in terms of national Political and policy-making consequences. The important and effective role of the Elites in the decision-making process is accepted, and in order to know how the Elites and planners of the country make policy decisions, it is inevitable to know how they understand the issues and problems of the society. In order to understand the Elites about the problem of poverty and inequality, 13 governors along with the governor of Hormozgan province were used for background research. The purpose of this research is to get familiar with the understanding of Political Elites about poverty and inequality, with all generalities and details and its impact on society and people. Foundation data theory is presented using major categories and following the main story line in the framework of a paradigm. In this theory, there are causal, contextual and intervening conditions, interactions and processes, and its consequences and feedback. The result of the research shows that the economic, social and Political fields show the heavy shadow of inappropriate Political policies in the use of unemployed native forces to get rid of poverty and inequality, so that the government is introduced as the guardian of poverty and social inequality and has a very minimal role. Political Elites in the authoritarian and semi-authoritarian countries that have power tools often fully and continuously can play a main role in the course of Political development and undevelopment in these groups of countries. In this regard, the study of the quality of playing of this role in contemporary history of Iran, especially after Mordad, 28, 1332 (August, 18, 1953) coup that was associated with an increase of power of the monarchy (Shah) until Islamic revolution is very important in order to help us recognize some effective factors in the process of progress or little progress in Political development in Iran. The question of this article is that what role Political Elites play in Political development of Iran in the years between 1332 and 1357 (1953 and 1979). The answer to this question in this article is that the Political Elites of Iran in the mentioned era played a preventive role in the course of Political development through some actions such as creating pyramidal and hierarchical power, abusing power and corruption, preventing holding free elections and doing electoral fraud, suppressing press freedom and independence and also suppressing of Political independent parties and groups.

Politics and government are the main foundations of the society, and in an Islamic society, it is quite natural that politics and government are based on Islamic principles and goals. In such a Political system, the Political Elites and administrators must have specific Islamic characteristics to be" logically and methodologically able to move towards the assigned goals. From Imam Ali"s (A.s.) perspective, these characteristics can be summarized in three categories. The first group includes the rational and real characteristics which are indispensable to human societies. The second group includes the ethical and humanistic characteristics which value - based societies believe in. These consist of, first, a belief in the foundations of politics and government which include four principles, second, a belief in ethical and humanistic values which include six important values, third, open - mindedness and tolerance which include five theoretical and strategic characteristics in dealing with others and one"s opponents. The third group is specific to Divine religions and Islam and have their roots in Divine teachings and the Political career of Imam Ali (A.s.). These consist of, first, enjoying ethical merits which includes four important merits in the field of social ethics. second, religious outlook towards power which includes two principles regarding motivation for power and ethical principles, third, ascetic outlook towards the world and life including two ways of dealing with the world, and fourth, generous interaction with people including five fundamental strategies regarding the interaction of governors with people.

Political elite’ s relations for maintaining power is an important key to analyse the government’ s behaviour. This paper presents a new network policy among the Iranian Political elite using Social Network Analysis Method. How do they make the network? Is there Elite to Elite family relation based on ideological united or common interests? Network boundary is the Political Elites who have kinship relationship between themselves. The data were gathered by studying documents, biographies, interview, and web pages of Iranian Political Elites. We found “ Marriage” is a new policy for raising, gaining and holding the power. We found there are 88 family groups and 1193 Political Elites who have family ties. The largest group consists of reformers and conservatives and has 690 actors. There are a strong family relation and weak elite circulation. The relationship between Political Elites is based on the concentration of power, wealth, and information in an intra-group network, so that the positioning of each group according to its structural position in the power layers (centre, half-perimeter, around).

This paper is an analysis-for explanation of Political culture during the rule of Mohammad Reza Shah Pahlavi after the coup of 28 Mordad 1332 And how they influence the actions of Political Elites within the Political culture of democracy were adapted to this kind of culture is. In this context, this paper was based on the fundamental question of that "The Political culture of the Pahlavi period after coup of 28 August 32, what impact this program has had on the behavior of Political Elites And Political development? " The paper makes the assumption that 1-Iranian Pahlavi era, Political structures and economic Patrymvnyal Rentier that point, along with the lack of participatory mechanisms, the main Political culture production is incidental. 2-The Political culture of sycophancy incidental to the main axis of Political action, Political corruption and the lack of development is. The research results also confirm the above hypothesis, suggesting that the period of the military regime and consequently Patrymvnyal Political Elites within the regime, the Political culture of the institution and makes his way to broaden and deepen its Political management increased.

Political authorities are among the most influential segments of a society, and social mobility (up position) is one of the most important sociological issues. Hence, the study of amount and type of Political elite mobilization in the hierarchy of power structure in society is indispensable. Therefore, in this article a new scale proposed to measure the mobility of Iranian Political elite by using theories and methods of measuring mobility in the time frame of 1979-2010.To this end, in a multi-stage process, first the Elites’ job positions were identified. In the second stage, hierarchical structure of positions was determined based on the criteria included in the Constitution. Finally, in terms of numerical average of key informants’ comments about the value of each key Political position were set in an interval level.Average results obtained from a standardized questionnaire given to experts. This scale measures the value of the job positions of Political authorities in Iran for the first time. The measurement occurred in the interval level.Research findings related to the scores of the Political situation values showed that the value of high Political positions has experienced fundamental changes in 1989(amended constitution). The review of the situations value taken by a sample of Political leaders (heads of three branches) within the eight periods showed their mobility in comparison with each other. Position value scores (Table 1) provide the likelihood of examining factors affecting the mobility in each arbitrary set of Political authorities.

Decision-making is related to the Political-social action of the Political Elites, who speed up or hinder the Political progress of the society with their performance due to their power and influence. This research aimed to investigate the role of Political Elites in the process of developing Political and social rights in Iranian society. The present research method was descriptive-analytical and relied on library sources. According to the results, to the extent that the Elites and the worthy rule over the affairs, government and governance achieve high levels of efficiency and effectiveness, and aspects such as legitimacy, acceptability, and justice of the government are strengthened. Also, with the rule of the Elites, other concepts in the field of politics, such as the participation of the competition, the circulation of the Elites, etc., will be in an optimal state, and the Political and social development will be on a growing path.

The interaction between Political Elites and the general populace is a key subject of scholarly inquiry, receiving significant attention in academic discourse. This relationship can be seen as the relationship between the government and the people in one interpretation and the relationship between the government and society in another. In a general division, some people believe in the priority of the Political Elites, some in the people, and finally, the third group believes in the same priority of the Political Elites and the people. Islamic thinkers have also theorized in this regard. This research, based on the library and documentary methods and contextual interpretation methods, seeks to answer these questions: "What is the relationship between the people and the Political Elites in Islamic thought?" What are its most important features, and what are the obstacles to the participation of more Elites? In order to achieve these goals, we first discuss the basics, and then, based on Islamic principles and values, we examine the role of the people with the Political Elites or the government. We point out the obstacles to the desired interaction and finally provide some recommendations.
